Morinville is seeking a Supervisor, Legislative Services who brings strong municipal legislative expertise, sound judgment, political acumen, and a genuine curiosity about legislation.
Reporting to the Manager, Communications & Legislative Services, you will lead Morinville's Legislative Services function, serve as the municipality's designated Legislative Officer and Clerk at Council meetings, and have one direct report. As a trusted advisor to Council, the CAO, and senior leadership, you'll provide authoritative guidance on legislative procedure, governance, statutory compliance, and Council decision-making, while helping translate complex requirements into practical processes that support sound decision-making and public trust.
What you'll do:
-Serve as Clerk at Council and Committee meetings, and lead their administration to ensure legislative compliance, procedural integrity, and accurate records.
-Act as designated Legislative Officer and principal resource on municipal legislation, governance, and parliamentary procedure.
-Advise Council, the CAO, and leadership on complex, sensitive, and politically significant matters.
-Lead bylaw and corporate policy administration, and build organizational capacity through tools, templates, and training.
-Serve as Returning Officer for municipal elections and administer the municipal census.
-Coordinate quasi-judicial processes, including Assessment Review Board and Subdivision and Development Appeal Board administration.
-Monitor legislative changes and recommend updates to bylaws, policies, and practices, and lead the Legislative Services Administrator.
What you bring:
-Post-secondary degree in Public Administration, Business, Public Policy, Law, or a related field.
Minimum five (5) years of progressively responsible legislative services experience in a municipal environment; leadership experience an asset.
-An equivalent combination of education and experience may be considered.
-Strong knowledge of municipal legislation, including the Municipal Government Act, Local Authorities Election Act, and Municipal Census Regulation.
-Strong political acumen, judgment, discretion, and leadership and communication skills.
-Experience with electronic meeting management systems (eSCRIBE an asset); NACLAA Level I and/or II are assets.
Compensation: $91,372–$109,103 (7 Step Grid), 35-hour work week, plus a comprehensive benefits package including pension and professional development.
